PVC and plastic is the cheapest. Use the thin cheap PVC it bends easily.Make it a half circle, buy the fittings and make sure you glue them together. figure out some way to anchor it to the ground. You will need clips to hold the plastic in place, if you use 1/2 pvc you can cut 4" pieces of 3/4" pvc, slice a third out of them the long way with a sharp knife or hacksaw and and press them over the plastice that is on top of your frame. Always use the thin PVC.
